Scenario 1 - Base form start. But they can go at their strongest anytime.
Scenario 2 - Lissandra gets all mage related items and has their cooldowns lowered by 50%, Toshiro can start with Bankai immediately

Scneario 3 - Lissandra gets the urf buff and has matching reactions speed.

Scenario 4 - Speed equalized but Lissandra only gets Guardian Angel, Luden's Echo, Rylai's Scepter, and Zhonya's Hourglass

Leaning towards Toshiro. Better speed, flight allows mobility advantage, at least similar intelligence, and while Zhonya's Hourglass and Guardian Angel would be pesky items, they won't do too much but delay the inevitable since one of his latest buffs basically stops all matter with a flash freeze

This is a bit one-sided given the huge speed gap...Honestly we shouldn't do any LoL battles until the speed revision is complete, at least in my opinion.

Did you assume it was because I don't believe in that level I won't use it? Well it's the 6-B form then agian I wasn't clear. But in any case it should be closer now and there are new scenarios up there. Btw Weekly, have I ever added you in League? Then again I'm not sure if you play URF
