So, a group of beings predate create the concept of dimensions and limits. They create those concepts as a abstract being, whose presence enforces infinite limits on other beings and their powers, and does this to his creators and kills them. Would this be power null, statistics reduction, or something else, and what level of power would it be?

I actually don't know. My friend mentioned it to me, but considering this is the same friend who said Lavos gets stomped by Spawn I dont really trust what they have to say sometimes. I think it was some sort of manga, but I dunno.
