So, if a character like Kars has been stated to have the powers of every organism, would they have the powers of every organism in the real world, or is that cross scaling?

If that was a thing we probably wouldn't be able to calc much at all.

He should have them. But obviously they would only be 10-C to 9-B in power unless proven otherwise.
