First of all. THIS IS NOT A STOMP. Legosi is up to 4.9 times higher, although he's likely much lower as Ryuunosuke upscales from his value from a tremendous amount. See scaling below

Ryuunosuke's advantages here are his skill, Higher LS and acrobatics. Though how will be win against legosi? By touching Legosi he'd be able to transfer himself to control his body and shinpei would finish legosi off after becoming 9-A himself. They wouldn't be hesitant to use such an ability because as they fight they'd realize Legosi's monstrous strength above theirs.
