Legionis vs The Hunter.

I'm 99% sure it's Mindhax only applies to Elder Dragons as it didn't use it on the Hunters trying to kill it. Soulhax is something I completely forgot it had, but I'm fairly certain it only applies to it's claws.
 
I know that but I don't remember it being passive either. Does the Hunter just have a constant Aura of Dragon Element up at all times?
