Maybe. Cell Saga Krillin is a good chunk stronger than Sayain Saga Vegeta so his edge might not be as defined.

Krillin because his Android-saga self knows perfectly Goku's techniques while goku doesnt know anything about this krillin (for example, the kienzan). Also he is much better fighter than Goku at this point and at least capable of damaging Second Form Frieza and keeping up with him in terms of speed. So yeah, krillin wins easily.

You make a very a convincing point, however, it's in Krillin's nature to become frightened and let his guard down when his opponent powers up.

Krillin at this point should be comparable to the Ginyu force, if you think not to ginyu (which I also dont think so), to burter/recoome/jeize, all of who are capable of taking out any saiyan saga level character.
