We can't go that low either because of lack of sufficient data, the numbers game is only part of figuring out the level of resistance. Layers of resistance also play a factor.
Without either of those, we can't concretely determine whether it is baseline or some high-level shit. And possibly stabilization. Without Hades controlling the souls in the Underworld, they'd go haywire and bleed into the mortal world.
