His Physical stats should be upgraded to High 8-C, Villain fodders are easily around High 8-C and even though his not as strong as a lot of the students in U-A, there's no reason to assume he would weaker than Shinzo, who was even weaker than quirkless Izuku
 
MHA is currently under a bit of a revision, including that High 8-C calc for the villain being redone.
