I'd say toss-up. Neither really has the AP/Dura advantage, both have enough experience to make it moot, both have ki blasts, and the only differences are IT and that Dragona Summoning.

Solar Flare,IT,Afterimage,Destructo Disk being able to hurt oppoents much more Durable then your AP.
Goku's flight make a lot of his earth manipulation useless as well as making dodgeing anything he can dishout a breeze.
Goku could throw him in space untill he passes out then bring him back.
IT Kamehameha could also easily give Goku an easy win.
Overall Goku but I would like to know about this Dragona Summoning
