Ghidorah has the A.P Advantage but Thor is much more mobile, and smarter, so I lean Thor
That being said though Ghidorah fires 3 beams at once, and he uses them quite often and can easily dish them out fast, and their big too. Speed is Equalized too, Thor is gonna get hit by them eventually so I wouldn't count out Ghidorah just yet since Thor is smaller

Also, Ghidorah has a speed advantage with his gravity beams, since in Speed Equalized rules only the normal attack and combat speeds are Equalized, but the speed of beam attacks or speed amps, or just ant technique that's considered higher/faster than the characters regular speed stats aren't Equalized.

It's not that they aren't equalized it's that they're lowered/raised proportionally to match the new speed.
