Yes, a single fire blast isn't gonna help, especially when Mei is extremely agile, she's just gonna avoid it but in Kai side, he's gonna find a way to avoid the constant attack while Mei is moving.

The fire barrage seem to be something better than just throws fire away, which Kai wouldn't be able to do. And since Kai's fire blasts are dodgable as well as Mei blasts, what are others wincons for both?
