There is a very possible chance that the tier difference is not as small as you think it is, Arthur is 3.6 Megatons, mid-level Low 7-B, but there is no calculation to justify Kagura's High 7-C tier and but considering the attack was used against Erza who was only 7-C at the time is should be relatively low-end High 7-C...
