Arthur lives in some sort of ilusion that he is a knight, when he feels like a knight he gets stronger and when he doesn't gets relatively weaker.
his vs battle shows his bst times when he was actively encouraged by his surroundings, but when called out on his ilusion it should also weaken him

The profile doesn't acknowledge that, so until then it's a stomp.

Based on my limited knowledge of Fire Force from the anime, when he feels like a knight he gets very strong, but even without that he should be around the level of the other cast, so either way don't see how Arthur goes from 7-C to 8-C to make this fair.

I mean i guess you could make an argument about Julius nerfing Arthur's speed while boosting himself, then attacking Arthur's soul.
