Ah, niceAt the bare minimum to make this fair you could say they're both Planet level based on Earth-destroying statements, but Jenny has experience in fighting giant monsters and has far superior lifting strength, she could just chuck Godzilla Earth around if she wanted or drag it into space (or even better, the Sun). Being the smaller opponent also means Godzilla will have a hard time fighting this extremely powerful mosquito.
I do agree that Jenny probably wins more often then not, especially with the ability to just yeet Godzilla into space, but the beam wouldn't be easy to dodge. Per our ruleswill most likely be able to dodge an attack that's rather easy to telegraph and kinda easy get away from (unless this is her in one of her dumber episodes xD).
Speed difference are considered to be proportional. Meaning that Godzilla's beam is much faster than both of them. 2.698e+8 meters (90% C) / 16 m/s = 16,862,500x speed gap.
- The combat speed of that faster character is assumed to be equalized to the combat speed of the slower character. Every other speed the faster character has is reduced by the same multiplier. This includes the speed of any attacks, projectiles, reactions, perception, flight, etc.
- Speed Amplification techniques are assumed to grant the same percentile of increase to a character's equalized speeds, as they would to their usual speeds.

This pulse can be used to disable electronics around Godzilla, or to produce an Asymmetrically Permeable Shield, a forcefield which surrounds Godzilla and shields him from any and all damage, including strikes from multiple nuclear warheads.

Godzilla Earth has average intelligence and is generally descibed as a highly intelligent being, capable of planning different ways to deal with his opponents. There's a good chance he'd understand Jenny is a robot or at least something similar to the machines humans have and thus use and EMP in which case Jenny is kinda screwed.
GE also has a danger sense type thing as he was able to detect a meteor approaching the earth years before it actually happened and was able to figure out the construction of Mechagodzilla which he thought would be a threat to him and thus did a preemptive strike, destroying it.

she could but outside of the fact that godzilla could just nuke the ground (which he'd be smart enough to do and understand the danger he is in) or could fall off of it since it is pretty hard to keep a giant semi-metallic lizard on top of an unbalanced rock.Though afaik the yeet move would still work, Jenny would just need to lift the ground from underneath Godzilla.
