Both are around the same in AP, LS, and likely stamina. I don't know how Midoriya can get around Hood's regen though. Endeavor is around the same AP as Deku since they both scale from the Air Canon feat, and he had difficulty putting down hood, even despite his durability negating fire. Leaning for Hood if this isn't a stomp.

Both are around the same in attack potency and speed, but if Midoriya has all of his quirks, then Hood doesn't stand much of a chance. He can dodge pretty much all of his attacks or he could completely bind him. Hood wouldn't be able to do anything other than try and endure his smashes, but knowing Midoriya he'd probably go for the head to exploit his weak spot.

All in all, if Midoriya has his quirks (which I suspect he does) he should win this. Deku FRA.

Precog doesn’t serve as an instinctive reaction. Danger sense gives him warning and can assist him in dodging, but there’s no reason to assume he’s just simply able to dodge everything from hood. Danger sense is also a relatively new asset to Midoriya so we don’t know if he can use it as skillfully as the 4th user. Hood should also have the LS to be able to get around Blackwhip binding.

Precog doesn’t serve as an instinctive reaction. Danger sense gives him warning and can assist him in dodging, but there’s no reason to assume he’s just simply able to dodge everything from hood.

But it still gives him the ability to sense attacks from Hood. That's kind of what pre-cognition is. And considering Midoriya's reactions? He should have no trouble dodging.

It doesn't mean that he's not able to use it. From what we know, it activates when he senses incoming danger. It doesn't automatically turn off. I'd also like to keep in mind that Black Whip's lifting strength is capable of completely restraining Shigaraki. Hood would have no way of getting out of that, and any sneak attacks would be snuffed out by Danger Sense and any of his smash attacks. Midoriya could also predict Hood's movements fairly easily. So he literally wouldn't let Hood even get the upper hand.

Midoriya could essentially play a game of ping-poll ball with Hood if he wanted to like he did against Shigaraki.

Deku wins if Hood doesn’t have regen, but he does, so he can’t really put him down.

Give him 100% and he’d stomp Hood.

I keep forgetting that destroying the head kills them regardless of regen.

Deku's got my vote then. He can restrain Hood, can take hits from him and is likely stronger since he scales to Shigaraki who is literally a better High End. Add in Danger Sense dodging and obscuring Hood's vision with Smokescreen and it's very possible for Deku to get shots in to destroy his head.
