Power goes to Jiraiya but ability goes to Itachi. It's hard. If Itachi is in prime health, I think he takes it through cheating... But otherwise, I think Jiraiya has it.

i know this used to be a pretty popular matchup in the past but there really isn't much room for discussion left...
almost all of Itachi's stats are higher than even sage mode Jiraiya....
and to make it worse Jiraiya has no way to counter any of his relevant moves (amaterasu, susano'o, tsukuyomi..even regular genjutsu really)
