Is this tier 3-A or something else ?

So if a character creates a whole new universe sized dimension, with actual flow of time included, where should they be put in the tier ladder ? Is it 3-A, high 3-A or low 2-C ?

Low 2-C generally, but the general level of the verse alongside the feats of other characters should be looked to.

Thank you for answering. I'm just having trouble understanding Aesir's tier in the Bayo series. So the character is acknowledged to have the power to recreate the 3 Realities of said verse due to his possession of the Eyes of the World, hence his 3-A tier. It's just that in the final battle, he created a new realm for him to fight Balder and Bayo. Since Bayo could still slow down time in that realm, as well as Aesir when he slows down time for Bayo, Aesir technically did create a flow of time when he created that new dimension. Does that mean theorectically, this character Aesir can create a whole different universe with actual physical body and a space-time continum ?

I know, but since Aesir has the capacity to create a whole dimension with actual time flow in it, does it contribute anything to his tier ? I was just wondering abt that.
