Is this count as Pain Manipulation?

A character becomes immune to pain as a result of exposure to chemicals. Bullets, arrows, burns, severed veins, broken or dislocated bones cause him no pain whatsoever. But another character fights this character and dislocated his arm so forcefully that this character screams in pain.

Does this give the other character, Limited Pain Manipulation?

Don't think so, it seems character A's pain tolerance is really high but not straight immunity so it's just a weakness for that character not a power for character B.

Nope, just a limitation of the character's pain immunity
