Irrelevant speed vs Omnipresent speed

Omnipresence is not technically a speed. It is a state of being that is relative to the level of existence that an entity embodies.

A character that is universally omnipresent is obviously not comparable to a character that is beyond all concepts of time and space altogether.
 
There are enormous differences between the levels within 1-A. It is our widest tier along with High 1-B. And again, Omnipresence is not technically a speed in the first place.
 
How about this, Character A's speed is omnipresent while Character B's speed is Irrelevant, both are 1-A and all of their abilities and stats are the same except for their speeds.

Who would win in a fight?
 
I do not think it particularly matters, in case their statistics are equal.
 
It is impossible to compare beings of that level, especially between different fictions.
