Intelligence battle: GlaDOS vs Bill Cipher

Considering GlaDOS has invented bridges made out of pure light, can calculate and invent guns that can make wormhole rifts through likely space and time, understands how to make gel that can make you jump high and make you go fast, and all the while keeping a large island level facility together from collapsing, along with THOUSANDS of other duties, I'd say GlaDOS could take this.
