Incubators vs Time Lords

But Madoka was able to essentially remove magic from the entire multiverse. I don't think the Time Lords are winning that easily.
 
The Ultimate Sanction is the only thing that can match the Incubators. AS is only universal and the TARDIS can't use 11 dimensional attacks offensively. The 10 dimensional barrier might prove problematic but considering it only protects against physical attacks, and even the Daleks could break through it, it shoulsnt be a huge problem.

Bonus Round: Most likely the Incubators, the Daleks only stand a chance using the Reality Bomb detonated in the Medusa Cascade.
Also one thing to point out, Reality Bomb works by destroying matter. The Incubators aren't made out of matter so they would be completely unaffected by it.

I don't even consider the Reality Bomb or Daleks to be multiversal. The purpose of the Reality Bomb is just to destroy matter. It's only because they detonated it in the Medusa Cascade that the range got increased to multiversal. That's a feat of physics loopholes in the DW verse rather than a feat for the Daleks IMO.
