While stronger and faster than 45% Izuku, The USJ Nomu is very stupid and lacks any Flight capabilities. It's only method of attacking Izuku in the air would be jumping straight at him, which is easily dodged with prediction and Danger Sense. Highly doubt it can even think to throw anything at him either.

Izuku knows how strong it is so he's not going to engage it in close combat on the ground. He's going to fly up high where it lacks mobility and land hits like that.

I don't know if Izuku's Fa Jin attacks will harm the USJ Nomu, at least it wouldn't be enough to kill it in one shot. It can take 5 punches from Prime All Might (6-B) before it's Shock Absorption is overpowered and sent flying. The damage shown was some broken teeth and likely bones in the face, but nothing it couldn't heal from.

However, Izuku can just restrain the Nomu with Blackwhip and toss it far away instead. Which is no different from incapacitating it, as it cannot think for itself to come back.

Or Izuku can wear down its Shock Absorption enough were one maximum charged Fa Jin punch would kill it.
