Not all time hax. But time stop wouldn't work on them.

A person with infinite or immeasurable speed will already see (conventional) time as being immobile and be capable of moving while time is standing still, so stopping time won't change anything for them. That's basically the reason right there.

They shouldn't be immune to Time Manipulation as a whole, though, just time stopping. One with Immeasurable speed should be virtually immune to Time Manipulation, though.

Eh, if time is already standing still for you, then someone slowing it down won't change your perception of it either.
But yeah, there are other forms of time manipulation which a character with Infinite speed wouldn't be immune to.

Yeah, I was really referring to things like Time Rewinding, Time Travel Paradox, and being sent to different periods of time, those sorts of things.
