Hypothetical if a Tier 0 did this would....

So hypothetically if a Tier 0 created it so every living being has the potential to reach High 1-A (in power) or even travel there through their own ability (supernatural power that they eventually got to this level of potency), then would "Tier Low 1-A and under" being able to gain power/abilities to a 1-A level/higher or even travel to 1-A level/higher Realms no longer be considered a anti-feat in this situation?

If it is stated that this is what the tier 0 allows then it is not an anti-feat.
