Alright I suggest you restrict Optional Abilities as they do give better combat and survivability options

Now their AP is about the same (Around 0.001 tons) and liopleurodon has an LS advantage while the Hydra arguably has better skill and versatility due to its many heads.

The Hydra upscales from its value somewhat while Lio's calc is purely via him swimming fast preparing to attack, not even him actually attacking his target yet so his actual attack should upscale that as well. As for the optional abilities I assumed that not mentioning them implied they were restricted already.

So still roughly similar in AP

I think I'll vote the Hydra at this point though I might change it depending on further reasoning
 
Something to be said about Lio stealth attacking as an opener, I think, which is a significant enough advantage. I don't know that I'd suggest Lio upscaling from his value, full-body KE is actually usually stronger than what one can do when not charging (and most attacks aren't that). As usual, the many-heads of the Hydra works in its favor a great deal, especially with such a close AP range, so I'll also vote for it.
