He is also explicitly only universal in scale, even though he is supposed to be stronger than Galactus, and was recently presented as capable of defeating Thanos, when the latter had absorbed the Living Tribunal and all the other abstract entities.
Essentially, he is a scaling nightmare, due to that Jim Starlin uses a much lower power rating for the cosmic entities than several other Marvel writers.
