How to calc melee lightspeed attack?

Let say me and my opponent are a sword user, he can move and attack at the speed of light.
Case 1: I barely keep up with him, but still can block his attack.
Case 2: We both exchanged equal attack, I can keep up with his speed.
Case 3: I slightly overwhelmed my foe with speed.
How fast am I in every cases? Is there any special calc or i just straight up equal with my foe?
