How strong and fast are these two feats?.

I want to make a profile for a character but first I wanted to know...

1. What is the AP for decapitating, virtcally and horazontally bisecting someone with a sword?.

2. How fast would I need to be swinging a Katana for it to act like a helicopter blade and lift me up into the air?.

1. I believe someone trained in the subject (and with a good quality sword) can perform that action while being in the range of 10-A to 9-C.

2. that is not physically possible tho. Most likely Subsonic to Transonic, try to compare the the angular speed/acceleration of an helicopter to get an idea.

Thanks. I figured the speed feat wasn't possible, it's from a game character who is a ninja.
