This character is part of a council that set the rules of DC multiverse, including the rules followed by the Endless
 
Probably High 1-B, but was it ever stated outright that Glory did this?
 
He was part of the First Circle and the First Circle was said to be the one who set the rules of the universe

'Dream and Glory were also the only one to remember the retcon of the multiverse(though Glory said even Dream will probably forget about it) , where the other Endless has forgotten about the event and even the Book of Destiny was rewritten

Dream also called Glory "Shekina" which in Jewish and Christian theology means "The Glory of the Divine Presence" which I think implies that he's somewhat related to the Presence

yeah, but his from there but he also appeared in the Books of Magic and in a cameo in the Endless nights.The first circle was first mentioned once in the original Sandman
 
But in the above scans it is not specified exactly what the First Circle do, just that Glory seems to be a member.
 
Being there when the laws were set is not the same as being the ones who defined them.
 
The Endless were the ones who were there when the laws were set, not the First Circle.The Circle was the one who set the laws

Dream said that those laws are a matter for the First Circle, and him saying that he will to talk someone who is in position of responsibility, which is Glory

Okay, I do think he's more powerful than the Endless because he was the only one who was unaffected by Destiny's book being .rewritten Dream himself was probably affected by his own multiversal rewrite because Glory said that Dream will most certainly forget about Hope because she doesn't exist in this universe anymore
