If it telekinesis then AP is irrelevant, TK is more a type of hax; generally, I just define the Lifting Strength and the level of TK (atomic, subatomic, etc). If we talk about shields then rate them depending of what can tank.

In some verses it just cancels the weight of an object that they can lift, allowing them to lift it any distance (at least within telekinetic range) with exactly as much difficulty, Marvel, DC, Gone, etc, however, Gone is dependent when it comes to speed.

Then there's ones that do depend on distance moved though.

TK being HAX depends on the verse, it can be HAX in Marvel via matter manipulation, and to a limited extent via organ manipulation in Chronicle, but not in Akira.

TK sound hax to me, but as Fhf say it depends of the verse. It could depend of the weight of its target, others the power, other times can be matter manipulation. Anyway, if someone launched (and not gradualy levitated) another one, then you just use PE
