Iirc Citation and adding scans to already existing justification should be fine (as in, the justification already exist, so you're just linking scans)

Image helpers, to my knowledge, help with requests to get better images iirc, such as removing the background of an image. Could be wrong though.
Not to mention, giving an entire role solely for adding images to the profile seems absurd to me.
