It varies greatly from tier to tier. In tier 4-B not even 100x difference is enough to OHKO. Neither Thor, Sentry or Silver Surfer can OHKO each other despite their AP differences. The bigger the tier, the biggest number of zeros you need to actually make a difference.

DB doesn't follow our AP chart though, it's based on joules and I am not sure Toriyama knows about energy values
