I think there are 3 types of tiers from tier 2 and beyond

Finite (baseline to any finite number above it)

Unquantifiable/countless (above baseline and any finite number but not infinite)

Infinite (infinitly above baseline hut not enough for the next tier)

Beerus would be the second

Half 2-C literally is unquantifiable since we don't know the distance between universes, we shouldn't assume it higher than the baseline on immeasurable degree by default. Like infinite baseline Low 2-C for instance, there is a chance for it to reach higher Tiers 2 but we don't know, which is why the "At least" is given.
