I don't know how to quantify this, but I wanna be sure, was the electric chair already activated when they escaped?

This is unquantificable, one time the switch is turned, the time that the current start to flow isn't intantaneous (don't known about electric chairs, but I'm guessing that some devices needs t charge first), and there's no given speed for currents.
