How fast is this?

In this world, Elemental soldiers are already able to match the speed of a vehicle but for wind elemental each step is equal to five steps than another elementalist. In less than two seconds, he was already right in front of Alexis. The distant between them is about 15 meter.

If are you saying they crossed the distance of 15 meters in 2 sec if yes then it's only AVERAGE HUMAN - ATHLETIC HUMAN speed
They can match the speed of vehicle but for wind element user, one step is equal to five step of other element users.

This context is when an wind element user attack MC.

An athlete can run 15 meters within two seconds. Depending on how they ran, for example, perhaps they had an unnatural acceleration, in some context that might breach into Peak Human.

A "vehicle" here is super vague unless you give something specific, like a motorcycle or a carriage depending on the setting.
The steps is a bit vague, we can't really say the wind elementalist is 5x faster than the others because of that either, so I'm not sure what the equivalent multiplier of that is.
