I'd probably have to go with the Homelander for this one, in the TV Show he always starts out with Heat Vision, which is probably gonna burn through Joseph Joestar since he has no resistance, even Joseph having the AP Advantage probably isn't gonna help him getting melted on the spot. Hamon might beable to affect Homelander too, but Josephs superior AP and Regen is gonna help him if Homelander gets in a slugfest, which is unlikely, as that Heat Vision spam is something he uses alot.

Yes, but he did it via applying hamon in those glasses, and one still managed to hit him. Also Joseph would need atleast a tiny bit of prep via running away and only once he knows that he can do that. He is smart but he ain't going to always have shot glasses on him all the time to do that. Unless he has previous knowledge he probably ain't gonna deflect them, unless he finds something else on the spot.
 
Both having prep would tell Homelander that Joseph is stronger than him, but doesn't have the means to actually harm him. Since strangely this wiki is using the statement that no man made weapon has beenable to harm him, yet they keep him at Building Level. Even assuming Joseph is able to harm Homelander, he's gonna probably keep his distance, throwing rocks at him, and that Heat Vision spam is gonna be a problem most likely. Still gonna have to go with Homelander, though idk what Jospeh can do with prep.
 
Pretty sure Joseph takes this. Has overwelming intelligence avantage and much more versatility with Hamon. He also destroys in close combat due to durability negation via Hamon. He can reflect Heat Vision with Hamon-conducted Glass just like how he did against Straizo.

Joseph takes this low to mid-diff
 
Honestly, I feel like Homelander is gonna try his best to disable Hamon by screwing around with Joseph's breathing somehow, as he is a very skilled manipulator anyone think he could potentially pull that off?
 
Joseph is also very skilled manipulator and trickster. and has Genius level intelligence. Can outsmart and trick people who are Extraordinary Genius. Homelander isn't tricking him.
 
I think Joseph takes this.

My hypothesis is based on knowledge of abilities is provided to both, but not exact tactics.

With prep, Joseph would prepare stuff to block, deflect and reflect projectiles, including the Heat Vision. Most of them appear mundane, but Homelander would see them via X-Ray vision and at least know that Joseph intends to use Hamon in combination with them somehow. From his knowledge of Hamon, he'll know that getting into a CQC fight with Joseph is an extremely bad idea (mindhax and durability negation) and stick to his usual tactics of spamming Heat Vision. Joseph dodges the first few and then uses shot glasses to send the beams back at Homelander, thus negating his only means of doing damage and forcing him into the defensive (since he still won't be willing to go Hand to Hand and won't spam Heat Vision as much for fear of getting hit back by it). Joseph can then set up his Hamon hair barrier and use his genius intellect and tactics to manoeuvre Homelander into it. Homelander melts and dies.
