Homelander is 0.10 Tons (418 Megajoules), Tetsutetsu's no Quirk self is around 0.0048 Tons (20 Megajoules).

Homelander is over 20X stronger, more than enough to one shot and tank any attacks. Even if they were comparable, Tetsutetsu is just a normal human with no abilities beyond punching.

Note: Though the calc is wrong, so maybe the downgrades would put them on the same level in the future.

Edit: Never mind, at the lowest the calc is 63 Kilojoules or 0.063 Megajoules, which means Tetsutetsu would stomp. The highest I can see it getting is 2.5 MJ, which still means Tetsutetsu would stomp. However I'm certain The Boys have better feats than that.

No they aren't.

Tetsutetsu is 0.005 Tons and Homelander is currently 0.1 Tons, around a 20X difference in strength.

Both are 9-A, but that doesn't mean one can't be massively stronger than the other. Two 9-B characters can have a gap over hundreds of times and still be 9-B, not even 9-B+
