1. If the potency of hax depends on how much energy you use to power it..........Essentially you can negate/ignore hax and resistances of someone with less of it than you, can it be used as a premise for layered hax?

2. Could potency to bypass other hax be achieved if it's mentioned your hax is more powerful than another.

1. If it can't bypass a resistance but once more power is put into It it can, then it can be presumed to bypass layered resistance but to what degree depends on further context.

2. Depends on the context but potentially, yes. Some hax being "more powerful" could just mean range at times so again, it depends.

1. The Hax layer should ignore Resistance. The analogy goes like this. Character A has Resistance Against Fire Manipulation, but Character B can penetrate it using Fire Manipulation, and injures Character A. Here there must be a premise that the character being fought has Resistance (Abilities Against) and another Character is attacking that Character.

2. How to Bypass the opponent when Character A doesn't have the Fire Aspect, but Character B can bypass Character A.

I don't really understand the second question.
