In the latest chapter, Gerard uses a beam (I think it's an holy arow fired from his sword) to cut off one of the five points of the Wahrwelt, and Hitsugaya uses a generic ice attack /not even a named one) to keep that section of the palace to fall off, meaning his ice is strng enough to maintain the weight of more than just a city, because it's not just the city at the end, but the entire expanse leading up it.
I think this is certainly a city level feat if not greater, so I think it's safe to bump up Hitsugaya to City level+ in attack potency in his normal bankai form, even before he shows anything in his new adult form.
