Hinter Party hard Tier

Should Hinter from Party Hard be scaled to 9-A or stay at 9-B?
I say this because of the feat where when he touch someone with a knife, he literally disintegrate them, leaving only blood, as seen here (It's in the upper right corner). I actually made a lot of mistakes when creating and scaling the verse and the characters (I put a tier 9-B feat as a tier 9-A on a character that scaled the entire verse), and Butler told me that i need to make CRT for those things, so here I am. 🙏

If any moderator could tell me if this is correct or incorrect, I'd appreciate it.
 
This not a vaporization feat, it looks like it is clearly reduced to a pool of blood that splatters everything around it. Vaporization would involve some heat feat which there is none
