It's kinda vague but in most translations is stated his surehit being harmless is the reason of its speed while some say its because of his surehit being information that its fast, either way binding vows are always take and give so Hakari quite literally harming himself by giving out free information would have advantages over Higuruma who can force his opponents to non violence which is ofc way better for a fight.

AND even if we assume this is the case, Hakari only blitzes Anti Domain Techniques NEVER normal domains as they happen at the same time (this was discussed in the Yuki vs Hakari thread too lol) and its just not how it works, Sukuna would be able to clash.
