High 2-A Superboy Prime?

I don't really know to be honest. I was debating with someone about the power of SBP and he brought this scan to my attention. I was hoping someone else here knew more about this.
 
So I guess it's a gag feat on Superman's part? Since there's no way he's High 2-A, and The Joker is insane enough to let that happen to him.
 
Mainstream comics get screwy sometimes.

But yeah, like others have said, this isn't SBP. Not even the same storyline, much less the same character.
 
"Your mind makes it real" applied to a allpowerful man who gets convinced he is powerless.

Hence, he loses his powers

It's like, he can't permanently kill batman because his subconscious always brings him back. Then superman convinces him that if he can't even kill one normal human, how powerful can he actually be? And Joker thinks "I can't be all powerful because I can't kill Batman" and loses all his powers
