New users can't edit until they have a certain amount of "contributions". Write random posts on your message wall until it works. And also wait 4 days probably.

Well, the thing is that maybe the character you like is locked due to being higher tiers or controversial in any way.
In vase you didn't read the rules, to edit a character's file you need to make a CRT (content revision thread) to point what you want to change with appropriate scans/videos/quotes to confirm it's reliability and have it approved by the community.
If you have any questions ask right away.
