Percy stomps unless Harry start with Invicible cloak on and he is willing to kill via Avada Kedavra insantly.Otherwise there is no way for Harry to survive (as Harry Potter is at best regular to athletic human in defense terms (apart form Protego)). As far as I remember Percy developed kind of magic resistance so even with AP equalization it would be still a missmatch. Harry Potter characters are much closer to regular humans with weapons (albeit with powerfull variety of hax) than demigods.
