Rules:

-Winner by death/incapacitation.

-Morals off

-Random encounter.

-No outside help.

Round 1: Melee-only. Harley gets the hammer, Graham gets one wrench.

Round 2: Guns allowed. (no explosives)

Bonus Round!: The Joker and Ladd Russo break Rule #4 and jump in to fight alongside their underlings, each bringing their own standard equipment. Which team wins?
 
Mismatch for both rounds. Graham can literally dismantle Joker and Harley as easily as he can unscrew a bolt. Adding Ladd in the bonus round is much more of a mismatch he will probably pummel Joker and Harley to death before they even have a chance to laugh...
