IIRC he has to charge his laser before he can freeze time (at least in MMBN4), so Goku can just instant transmission away before he connects his blast, so his time hax is weak. LaserMan has super armor though, making Goku's melee attacks less effective. LaserMan is not stupid enough to wait for Goku to charge his Kamehameha Wave/Spirit Bomb. SSJ3 has bad sustain. It's kind of hard determining how strong LaserMan.EXE is since scaling is a bitch at this level, so I'll assume with dark chips (dark sword for melee range), LaserMan.EXE takes it.
