Goku’s got some considerable skill but I don’t think he matches Arthur in endurance and of course the plasma heated sword is a great weapon to have against a highly melee oriented fighter. And both have planetary range, so neither can really escape having to get hit by some attacks. I’m leaning Arthur since I don’t think Goku’s heat resistance suffices to let him take many hits and taking Arthur out with his delusion amped endurance will be way harder. But I’ll see other arguments before voting.
