Upper limits of each character are too uncertain to say for sure. I'd say GPI is likely the superior being, but again, I can't say for sure.

Agreed, we should probably wait until Homestuck is over (Which is rather soon because, according to Hussie, there will only be A6A6A6 and Act 7 left after A6A6I5) so we can accurately judge Lord English's power, especially if Hussie decides to bring GPI into the story, though this is somewhat unlikely IMO.
