i'll do JUSTICE. My proposal is to upgrade both to Genius with the proposed justifications

Naruto's General Intelligence

Since the beginning of the series,he has shown remarkable learning, observation and creativity ability,Impressing high-level ninja.
Naruto created the sexy Jutsu using the transformation technique,combining the Shadow Clone Technique and sexy jutsu creates the harem jutsu.
He went from being unable to perform even the most basic techniques to performing a Grade B technique ,one that only Jonin can typically execute, shortly after reading the forbidden scrol, with a backgroud of exepriences at the lowest levels of the ninja world. Naruto has repeatedly demonstrated his ability to use this high level ninjutsu with remarkable intelligence. (I put the scan in for convenience but in the profile I will leave the reference to the databook)
( Jonin are elite ninjas who have graduated from the academy and can undertake high-risk, dangerous missions on their own. Achieving the rank of Jonin typically requires years of experience and training. Except for prodigies, most ninjas reach this level only in adulthood, as reflected in the average age of Jonin in the village.
Ninjutsu techniques are ranked from E to S, with Grade B being the third highest, following A and S )

these skills help him with the Rasengan, despite the lack of experience (Rasengan is grade A tenchnique, a more advanced level ninjutsu than shadow doppleganger. Minato took three years to perfect the Technique). Inspired by the cat playing with a ball,he manages to apply and complete in a short time one of the 3 steps to learn rasengan. Jiraiya is amazed by how quickly he has progressed in such a short time. Was able to perform an incomplete rasengan form while helping himself with the other hand to stabilize the jutsu. With the help of his doppelganger, he mastered the Rasengan in just one week,impressing ninjas like Tsunade and Orochimaru.
Minato, Jiraya, Tsunade, Orochimaru are all extremely skilful and intelligent ninja geniuses.



Naruto's strategic Intelligence

Naruto,despite his initial lack of experience,managed to execute and apply numerous strategies in the midst of battles,even when at disadvantage against opponents who were stronger or more skilled than him. After identifying his opponents' weaknesses,he uses his creativity to turn the battle in his favor.

By using Shadow Clones to distract Zabuza (a feared and skilled Jonin) and secretly transforming into a shuriken thrown by Sasuke,Naruto devised a strategy that, through the element of surprise, creative use of basic techniques,and psychological manipulation,led Zabuza to ignore him. This allowed Naruto to land a successful attack,inadvertently forcing Zabuza to release Kakashi from the Water Prison. This was considered a brilliant move by Kakashi.

By transforming into either Kiba or Akamaru, Naruto forces the two to doubt each other, while he perfectly knows who is who and can exploit the confusion to attack freely; moreover, his creative use of a simple technique like the Henge no Jutsu disrupts their synergy, turning a potential strength into a weakness and granting him a decisive tactical and psychological advantage.
After being discovered by the opponent's incredible sense of smell and getting hit, Naruto transforms into Akamaru, tricking Kiba into believing that he made a mistake; in this way, he exploits the resulting illusion to disorient his enemy and counterattack effectively, striking him just when his defense is weakened. Thanks to this series of transformations, Naruto wins the match against an opponent who was superior in both numbers and jutsu in that time.

Against Neji, despite being at a disadvantage and taking blows from his opponent, he managed to exploit the element of surprise with a clone on the surface while hiding underground to strike Neji from a blind spot, bypassing the Byakugan.


Boruto's general intelligence

Far superior to Kid Naruto. Boruto is a natural prodigy who demonstrates exceptional learning, analytical, and combat skills well beyond his age.

For Kakashi he's on another level than his comrades, a true ninja genius,the same as Minato. Boruto is the only student in his class to pass the written test of the graduation exams without cheating and studying,achieving a perfect score.

Boruto is exceptionally adept at both using and controlling chakra. He is capable of controlling and utilizing multiple chakra releases shortly after becoming a ninja.
he's able to execute complex techniques such as the Shadow Clone Technique before formally entering the academy, After a short period of training he was able to create a Rasengan, with his versatility,creativity and with the help of a clone, he creates a new variant. He was able to control Naruto's Rasengan using an enormous amount of chakra, far beyond his usual reserves.



Boruto's combat and strategic intelligence

Boruto proves himself to be a skilled fighter and strategist, managing to hold his own against opponents with far more experience than he does, ultimately prevailing through his battle strategies.

Boruto is also effective in employing the skills of others in creating a strategy, making the most of the abilities of his allies to block Kakashi,forcing him to overreact.

Boruto deceived Momoshiki with a second consecutive decoy, exploiting his assumption that the first trick was the only one, disorienting him and leaving him vulnerable without the rinnegan, thereby showcasing an intelligent strategy based on deception, timing, and coordination to strike at the perfect moment.

Boruto was able to outsmart Ao multiple times during their battle, using clones and ninja technology. Ao is a renowned veteran jōnin with decades of experience and powerful cybernetic weapons.

With that premise i meant to specify from the beginning that Boruto he's clearly superior to that version of his father, explaining why. Even simply superior is fine

Being better than someone at learning academics doesn't make you smarter than him, Naruto was also better at understanding people than Boruto, does it make him smarter ?

If A is greater than B, A is not necessarily more intelligent. However, if A has an experience level that we numerically consider as 5, while B has an experience level of 50, the conclusion in this case is that A has achieved the same result as B 10 times faster or easily in the same amount of time. If A is a genius and B has similar or same feats but achieved with less experience and effort, then B is superior

In more practical terms, it’s like an elementary school student being able to easily handle topics from middle or high school.

The academic part based purely on study is only one aspect, while the others all involve the use and control of chakra, i explained the level of difficulty in the Naruto section.
( Boruto took and passed an exam without studying because he thought it was too easy, people considered gifted had to study and didn't get the same result)

Like i said outside of academics Boruto doesn't have more analitical or battle iq feat than kid Naruto, Boruto villains arealso dumb in general ( Humain and Shinobi > dumb aliens high on chakra pills)

in the example you mentioned, Urashiki was distracted and interrupted by Sasuke and Jiraiya.
I won’t discuss the part about the lower-ranking or "stupid" Otsutsuki because I think the issue lies at the core, both in terms of their narrative and their common feats. Urashiki is the only one accepted at the level of the characters from that arc. Boruto has feats against characters of a higher caliber.

Anyway, I said that Boruto is superior in general intelligence, not specifically in strategic intelligence although Boruto does apply strategies against Kakashi and Momoshiki, who are far from being weak opponents.

Regarding that sphere, Naruto not only didn’t create it fully consciously, but he was also helped by someone who already mastered it better than him once he regained control. A sphere of that size was beyond his control at that point in the narrative even as a teen, he often used clones to help himself. If he were truly that skilled, it wouldn’t make much sense. I simply see it as an outlier or a plot-driven factor.

I agree with the thread but when you said "Far superior to Kid Naruto" i disagree with it since this is only true when it come to academic with the writing test feat, but even then Naruto also has his teaching feat with Konohamaru.

Momo noticed Boruto. Even though he saw him well beforehand, Boruto still managed to trick Momo twice. He was fully focused on Boruto, and no one interfered.

I feel the same for Boruto and Momoshiki.
Regarding the stats, yes, but successfully executing a working strategy is a separate factor that’s already consistent
Boruto hasn't only proven himself to be a genius through his feats but has also been repeatedly praised as such by highly significant characters. Narrative + feats, I don’t see it as something absolutely impossible.

I agree with the thread but when you said "Far superior to Kid Naruto" i disagree with it since this is only true when it come to academic with the writing test feat, but even then Naruto also has his teaching feat with Konohamaru.
As I said before, to put it briefly, Boruto has at least the same premises as Naruto but with less experience and in less time. If you do not agree I cannot do anything
 
Was waiting to post the crt for Boruto's intelligence but since you've already made a thread, I might as well just put the stuff I have compiled in here.

Boruto's General Intelligence
First off Boruto has been said to be a prodigy, talented and even a genius by numerous people in verse and even the narrator in the novels.

Before entering the academy, at age 7, Boruto could use the Jonin-level technique Shadow Clone Jutsu and could instantly make 3 clones off the rip. Although he is the son of Naruto, the most proficient user of this technique, he was not taught it by him and figured it out on his own at such a young age, a testament to his talent. [1] [2]

Boruto can solve advanced problems with his methods even though he doesn't pay attention in classes. When Shino gives him an even harder question far above his classes' level, Mitsuki's explanation is enough for Boruto to understand instantly.

Without studying or cheating like the rest of his class, Boruto still managed to get a perfect score for the final exam to graduate.

In the Academy, Boruto learned both Wind and Lightning Styles. He constantly used both with his ninja tools and shadow clones, creating his combination Jutsu, which he named Boruto Stream. [1] [2]
This is impressive as Jonin are usually expected to use at least 2 Nature transformations, whereas Boruto does this in the academy. By the time he becomes a Genin and the Chunin Exams roll around, his skills are arguably Jonin level, and he has also picked up Water Style, all without any real training. [1] [2]
For a shinobi to utilize any jutsu, they must possess well-rounded scientific knowledge and must know every aspect contributing to said jutsu, excluding some exceptions. So, for Boruto to use Wind, Lightning, and Water styles, he must understand all three elements.

When Sasuke tasked Boruto with learning the Rasengan so that he could become his student, He managed to do so in only a few days (three days, if I'm counting correctly).
At first, it looks incomplete, as it's small and vanishes. Still, Boruto actually went a step further and added a Nature Transformation, unconsciously creating an S-rank Vanishing Rasengan jutsu instead of replicating the A-rank Rasengan jutsu. This is something that even Kakashi and Minato couldn't achieve, and they're both once-in-a-generation prodigious talents. However, this is the only type of Rasengan Boruto could create at that point.
By the next arc, which doesn't take place too long after the Chunin Exams, Boruto has learnt how to create a normal regular sized Rasengan and even do it one-handed. And he has even learnt how to create a regular-sized Vanishing Rasengan one handed as well. [1] [2] [3] [4]
Boruto later creates, in record time, another Nature Transformation Rasengan using wind style. The Wind Style: Rasengan.
He also made the High Compression Rasengan instead of the Giant Rasengan since he lacked the chakra reserves. Instead, he went the other way, further compressing and condensing the Rasengan to its limit to increase its power in his own way.
In the future, he creates Rasengan: Uzihiko, which utilises his chakra, the planet's rotation and orbit, plus the corresponding centrifugal and other forces.
He also creates his own version of Flying Thunder God jutsu in the future using the Otsutsuki's ability to traverse dimensions—all this without access to Karma to help him.
When told about his future findings and creations in the present, he goes on to immediately replicate and master these techniques in under two years, which indicates his understanding of the science behind them.

Boruto's Combat and Strategic Intelligence
In the Academy, Boruto sparred against Hanabi, and she compared his skills to those of an adult even though he did not have a Byakugan to make full use of the Gentle Fist. His use of clones alongside his incomplete Gentle Fist fighting style forced Hanabi to use Eight Trigrams: Palm Rotation against him at 7 years old.

In Episode 37,
During his Academy Graduation, Boruto not only led his class but also devised three different plans, utilising the skills and abilities of his classmates. Two of these plans secured wins over Anko and Konohamaru, two Jonin with years of experience and accolades, and they also enabled them to rescue their captured classmates without casualties.
His final plan managed to ensnare Kakashi, a world-renowned prodigy, strategist, and former Hokage who continues to hone his strength to this day. Although he could not grab the bell in time, Kakashi acknowledged his plan and passed the class.
This showcases that Boruto was already Chunin level even in the academy, as this entails the ability to balance risk and sacrifices on a mission, among other things. Something Kakashi agrees with when he almost gets the bell from him singlehandedly.

Boruto posed such a threat to Shikadai, Shikamaru's son, who inherited his father's 200 IQ and his mother's strength that he had to plan countermeasures with his far wiser and more experienced father and train with both parents to counter Boruto in their fight during the Chunin Exams.
For Shikadai to go to his father even though he knows everything about Boruto and isn't a slouch in his regard, should imply that Boruto can't be too far behind in terms of battle IQ.

Team 7, most importantly Boruto, was able to trick Ao into grabbing the Chakra Sword, and stab Boruto with his own. Unbeknownst to him, he had stabbed a shadow clone, and Mitsuki came in and wrapped his arm around Ao's hand, making him hold onto and keep holding on to the blade and thus draining him of his energy enough to slow him down.
In the same chapter, Boruto uses his own chakra absorption gauntlet to cancel out Ao's, which lets his Rasengan make contact with Ao and deal significant damage to his chakra absorption gauntlet and render it useless.
Boruto also tricked Ao into thinking his clone was the real deal by putting the CAG (Chakra Absorption Gauntlet) on it, while Boruto hid underneath him and cut him nearly on two with the Chakra Blade after tricking Ao.

In Episode 207,
While being punched away by Boro, Boruto saw Sarada charging in with the Chidori. He instantly calculated how long it'd take for her to reach him and Boro and made a quick plan to help her succeed.
He used smoke bombs to draw Boro's attention and made a Vanishing Rasengan in the smoke before landing. By acting helpless, he tricked Boro into striking. He caught him by surprise when the Rasengan became visible again and destroyed his arm so Boro couldn't use his jutsu to move his core. Boruto then backflipped at the perfect time for Sarada to hit Boro with the Chidori and rip the core out.

With all this I believe that Boruto's intelligence rating should be changed from "Above Average" to "Genius"

Boruto is absolutely smarter and superior in intelligence in every form of metric than part 1 Naruto, Naruto's just got that unpredictability factor that has him above Boruto (and I guess reading people's emotions and feelings? though Boruto isn't even that far behind either).

Kid Naruto is a great teacher, what about Boruto ?
Boruto's never taught something like Rasengan but just because he's not a teacher it doesn't mean he's unable to teach it if he wanted to. The fact that he's able to make three different variants (one on accident, two on purpose) at 12 years old while it took Naruto at 16 training with Kakashi and Yamato and thousands of clones to condense his training and create the Wind Style Rasengan.

Vanishing Rasengan was a complete accident with 0 clones needed to expedite the process.
Wind Style Rasengan took Boruto a few days to learn the Wind Style Rasengan with just one clone (with Kakashi reteaching Boruto the basics of chakra control and chakra natures)
And Compression Rasengan he learned soon after.

Boruto also taught Tento shurikenjutsu but that's fodder compared to teaching someone the Rasengan

Boruto is far, far above Naruto's paygrade. He's had accolades from damn near every Shinobi under the sun who's met him and they've all called him a once in a generation genius who very clearly stands above the rest.
