A game character has an ability that at level 1 causes an explosion of 1.3979 tons with a radius of 25.91 meters. By upgrading that ability to level 2 its radius increases by 20%, and at level 3 its radius increases by 20% again and the damage by 10%. Would the percentages of the upgrades affect the radius and AP of the initial stats?

So your question is if a feat in a game has different levels at which the feat can be performed, & the feat's damage changes across the different levels, do we base the AP of it on the calculation, or the damage value, or the level-based modifiers to the damage?
 
If the radius of the explosion increases with every given level then the AP would increase as well obviously. The AP factor of increase would be 1.728 times every level going off the radius (I’d say it takes priority over in-game damage) so level 2 = 2.4155712 Tons of TNT and level 3 = 4.1741070336 Tons of TNT
 
Considering the game keep separated the range and damage traits, exists the possibility that this explosion is not quite and explosion, but rather an AoE attack (be a fireball or an energy dome).
